Orange County FEMA Road Repairs

Following the widespread damage caused by Hurricane Harvey, Orange County launched a FEMA-funded disaster relief project to address countywide roadway failures. Floodwaters from the storm inundated road subgrades across all four precincts, leading to long-term deterioration of pavement surfaces and base layers. AWC was selected to provide surveying and design services for the repair effort, which involves complete roadway and subgrade replacement in affected areas. The project covers 52 separate streets throughout the county, with over 66,000 square yards of chip seal surface and limestone base being replaced. For each location, the design includes full-depth roadway reconstruction to restore structural integrity and ensure long-term performance. The repairs are critical for restoring everyday connectivity for residents and supporting emergency response routes and storm recovery logistics. AWC employed a hands-on, data-driven approach to identify precise repair areas. While the county provided general location data, AWC deployed drone surveys along each damaged road to capture up-to-date aerial imagery. This three-day field effort enabled the team to pinpoint specific problem areas and accurately quantify repair needs, resulting in a more efficient and targeted design process. By combining advanced surveying tools with deep local knowledge, AWC helped transform a broad disaster recovery effort into a well-organized, data-supported infrastructure project. With road repairs underway, Orange County is making significant progress in rebuilding its road network stronger and more resilient against future storms.
