Road rehabilitation and stormwater system upgrade for 18th Street, Port Arthur.

In Port Arthur, Texas, the 18th Street project successfully completed a thorough road rehabilitation with significant improvements to the neighborhood stormwater drainage system. Focused on addressing persistent drainage challenges and protecting private properties from historical flooding, the initiative upgraded a 20-foot-wide road into a modern 24-foot asphalt thoroughfare featuring concrete curb and gutter systems. The project also converted 8,400 feet of open ditch into an underground storm sewer network. An engineering drainage analysis ensured the system could handle a 10-year storm event, mitigating roadway flooding and fortifying adjacent private structures. A unique approach adjusted the roadway elevation to serve as temporary detention for stormwater, allowing the drainage system to evacuate standing water more efficiently while keeping water within the right of way. Fabrication of specialized valves and fittings for the unique and out-of-production existing underground Gifford-Hill pipe enabled integration with modern production pipe, ensuring a smooth transition from existing infrastructure to the new system and compatibility with additional underground water utilities. The successful completion of the 18th Street rehabilitation project not only addressed existing flooding concerns but also bolstered the community against future stormwater challenges, demonstrating the transformative impact of strategic engineering in enhancing infrastructure and community resilience.
