Site grading and drainage improvements for Port Arthur Business Park redevelopment.

The Port Arthur Economic Development Corporation (EDC) undertook a transformative project aimed at revitalizing a key area for economic growth by addressing significant challenges hindering development in the region. The primary goal was to enhance the viability of the business park by resolving longstanding drainage issues and eliminating standing water on designated land parcels. AWC utilized excavations from the construction of a stormwater detention pond—approximately 1.5 million cubic yards of fill material—for site improvements, ensuring proper drainage slopes across four designated areas without the need for additional dirt procurement. The project team navigated existing pipeline corridors, demonstrating adept coordination and collaboration in overcoming logistical challenges.

The landscape was successfully transformed, creating a conducive environment for development. Establishing positive drainage not only mitigated previous issues but also facilitated the sale of 20 acres within the business park, highlighting the project’s success. Funded by the EDC through capital funds, the Port Arthur Business Park Site Grading project exemplifies how strategic engineering interventions can unlock the potential of underutilized areas and support future economic growth.
